Phase Underway: Independent Inspection
The next stage for the Hoe Neighbourhood Plan is independent inspection. Plymouth City Council has appointed a qualified examiner, Deborah McCann, to determine whether the plan meets the basic conditions for a neighbourhood plan and any other legal requirements. The examiner will review the latest version of our plan documents and the comments received during the Regulation 16 consultation to make this determination.
Our examiner has pointed out that recent changes in legislation have imposed new conditions on neighbourhood plans (on 25 March 2026 sections 98 and 99 of the Levelling-up and Regeneration Act 2023 came into force), and a further period of consultation will be required to ensure that anyone with an interest in the examination can comment on the impact of the legal compliance and Basic Conditions changes on the content of the Hoe Neighbourhood Plan. The examiner's letter on this subject is provided below:
